The National Institute of Corrections is seeking additional partner agencies to participate in the pilot delivery of Leadership Evolution: From Manager to Leader. This program is being delivered in collaboration with the St. Croix County Justice Support Services. This program is open to State, local, and county prison, jails, and community corrections leaders. There is no cost to attend the training; however, any travel costs are the responsibility of the participant’s agency.
The pilot will be conducted in St. Croix County, Wisconsin (location TBD). The program kicks-off on May 4, but administrative and pre-course work will begin in early March.
The pilot delivery is a blended leadership training program designed to support the evolution from manager to leader. This initiative brings together multiple agencies to strengthen leadership capacity across the corrections field, preparing participants to lead with confidence, integrity, and strategic vision.
Leadership Evolution: From Manager to Leader
Through a combination of assessments, classroom delivery, and action learning project work, participants will build and refine the following leadership competencies:
Self-efficacy
Team building
Managing conflict
Crucial conversations
Ethics and values
Strategic thinking
Power and influence
Communication
Leading change
Collaboration
Participant requirements:
Must be mid/senior-level agency leader
Must supervise direct reports or provide daily direction to a team
Must commit to active participation across all phases of the program (mandatory attendance in all sessions)
Must engage in both receiving coaching and providing coaching to direct reports
Commit to actively participate on action learning project for duration of program
Agency requirements:
Allow participant(s) time away from regular job duties to attend class and meetings/action learning project work
Support participants in all aspects of the program
Participate in level three evaluation approximately 2 months after course completion to determine ROI
Provide a letter of interest/commitment from agency CEO
Provide NIC a list of agency and participant outcomes to assist NIC evaluate program participation ROI
Provide support to NIC should participant(s) fail to comply with course requirements
Attend pre-course Web-ex session for course overview (date TBD)
Attend project presentation Web-ex session on July 6, 2026
Attend in-person project presentation and graduation on September 4, 2026

Transition from operational manager to strategic leader
Strengthen participants ability to lead teams through change and conflict

Gain practical experience through national project work
Build a network of leaders across agencies
There is no cost for participants to attend the training; however, travel costs (per diem, mileage, hotel, etc.) are the agency’s responsibility.
